Western Union fights Arizona seizure warrant

Western Union said Friday that it hoped to delay an effort by Arizona officials to seize certain money transfers to Mexico as part of the state’s investigation into illegal immigration and drug smuggling.
Western Union, which will be spun off from Greenwood Village-based First Data Corp. (NYSE: FDC) on Sept. 29, said in a filing with the Securities and Exchange Commission that it was seeking a stay of a seizure warrant granted to the Arizona attorney general’s office on Sept. 21.
The warrant allows authorities to seize person-to-person money transfers originating in Arizona and 28 other states that are intended for recipients in 26 locations in the Mexican state of Sonora. It would require Western Union to pay the funds into a designated detention account instead of transferring them to the intended recipients.
Western Union on Wednesday asked a federal court to issue a temporary restraining order against the seizure plan.
"Although the issuance of the warrant, whether or not sustained, may adversely affect the volume of money transfers, Western Union does not believe the ultimate impact on the company will be material," the company said in a statement.
First Data stock has faced a headwind in recent months, as the national political debate over illegal immigration has hurt its Western Union money transfer business. First Data’s chief executive officer, Ric Duques, told analysts in July that money-transfer business was down in the second quarter of the year as Mexican immigrants became reluctant to wire money home for fear of attracting the attention of authorities, or because they wanted to hold onto cash in case they were arrested.
Which WalMart store locations (City & State) give Cash refunds for the balance on their store Gift Cards?
Several of the wedding gifts that we received are very similar to each other – if not the same.
Not having need for more than one gift of the same kind, we decided to return the “duplicate/extra” ones that we don’t need and give the money from them to a couple of our Grandparents’ favorite charities (in their names). Since our Grandparents have all passed on – we thought it would be a way that we could give honor and recognition to them.
The gifts were not the kind of thing that is all that practical as a donation, so we decided that the money would be of more use to the charities.
We have now returned most of the gifts that we are going to return – and we were only able to get “Gift Cards” and not a Cash refund without the receipt from the givers. We would like to “redeem” the Gift Cards for Cash, though we were told that WalMart does not give cash for the balance – in the city/state in which we live. They said that WalMart only redeems or refunds them for Cash in the States/Cities that they are “required to by the Laws of those States/Cities”.
They said that they “did not know” the States/Cities that do require Stores (including WalMart) to provide customers the option of redeeming/refunding the Balance on the card for cash. They also said that they “did not know the locations (State/City) of the WalMart stores that do such, as a “Store Policy” or even as a “courtesy”.
We did not make much progress checking with some relatives that live in a couple of different states than we do – they don’t know of any stores either.
Since WalMart does not carry the merchandise that the Charities need most at least at this time – they told us that they will try to figure out a way to use the gift cards instead of cash – if we are unsuccessful at redeeming the balance for cash.
We would give the charities our own money/cash instead of the gift cards if we weren’t so short of cash right now ourselves; things were more expensive than we thought they would be.
So, this brings us back to our main questions:
Where are the WalMart locations (City & State) that offer Cash refunds for Store Gift Cards? Some stores offer Cash for the balance of the Gift Card when it is .00 – .00 or less.
Where are the WalMart locations (City & State) that are “required by the Laws of those States/Cities” that they conduct business in that the store offers the option of Cash when a person returns/redeems a store (WalMart) Gift Card?

Unfortunately with western union , you can just receive money in India not send.
Wire transfer is also not a acceptable solution, as the person i m sending money does not have a bank account
